How Do You Make Glow in the Dark Stars Brighter?
Charge them longer and charge them with the right light. Phosphorescent material stores energy from light and releases it slowly, so a few minutes under a bedside lamp gives a faint short glow while a few hours of daylight or fluorescent light gives a much brighter and longer one. Ultraviolet is the most efficient charger of all, which is why a blacklight torch held over them for thirty seconds makes them blaze. Practically: leave the curtains open during the day and put the room light on for a while before bed, then turn it off.
Where Should You Put Them for the Best Effect?
Directly above the bed, and unevenly. The instinct is to space them in a neat grid, which is exactly what makes a ceiling look like a sticker sheet - real constellations are clumped, with dense patches and large empty gaps. Work outward from a couple of dense clusters and thin them toward the edges of the room. Put the highest density where a child actually looks, which is straight up from the pillow. Will They Damage Paint When Removed?
The foam pads are the variable, not the stars. Brightest in the first several minutes, then fading gradually over a few hours. Longer and stronger charging gives a longer glow.

Green phosphor is generally the brighter and longer-lasting of the two. Blue tends to look cooler and softer.
Can they go on a textured ceiling?
Foam pads need a reasonably smooth, clean, dry surface. Heavily textured or popcorn ceilings will not hold them reliably.
